Kaiser Permanente VP, Major Capital Project Delivery in Oakland, California

Job Summary:

The Vice President, National Facilities Design and Construction - Major Capital Project Delivery is accountable for Capital Approval Committee and KFH/P Board approved projects that fall into three categories – new Hospital Construction, new Medical Office Building construction, and Infrastructure Master Plans to recapitalize existing campuses. Each of these project types requires specialized expertise. At any time, there are 30-50 such projects in-flight, representing a total investment of $4-6B. This organization ensures the design and construction of KP projects are consistent with applicable laws and AHJ requirements as well as KP guidelines, comply with defined processes, and pursue standard KPIs regarding cost control, schedule control, quality, safety, sustainability, and supplier diversity.

Essential Responsibilities:

  • Actively engage in issue identification and problem solving to ensure that work is delivered on time and within budget.

  • Provide subject matter expertise for Regional Capital Projects Business Case Development and Approval.

  • Coordinate with the VP, Market Capital Project Delivery on updates and interaction with Market executives.

  • In collaboration with the VP, Market Capital Project Delivery, provide feedback to Preferred Provider Program partners, and make recommendations to the ED, Design/Construction Contracts and Vendor Management as to which vendors should be retained in the program.

  • Provide feedback to the NFDC VP, Facilities Capital Program on the effectiveness of the guidelines, tools, and processes it provides.

  • Support Chief Energy Officer renewable energy and decarbonization programs.

  • Liaison with other NSSO executives (Clinical Technology, Information Technology, Facility Operations) on support needed from their staffs to execute Major Projects.

  • Oversee the Executive Directors responsible for the three categories of Major Capital Project:

  • The Medical Office Program Delivery (MOPD) Center of Excellence (COE) is accountable for delivery of all new Ambulatory buildings.

  • Along with new Primary and Specialty Care MOBs including Ambulatory Surgery Centers, Hubs and Radiation Oncology buildings, the COE will deliver major (> 40,000 GSF) additions and conversions that result in new ambulatory care space, inclusive of Parking Structures when required to support the Medical Office project.

  • The exception is when a Medical Office project is on a Hospital Campus and combined with a new Hospital strategy.

  • The intent of this delivery model is to replicate best practices, eliminate unnecessary variation, reduce cost, and achieve consistently high-quality, branded care outcomes without sacrificing design excellence.

  • The MOPD COE manages all new MOB projects from scoping to close-out, enabling a consistent project delivery approach.

  • Additionally, the ED collaborates with the VP, Facilities Capital Program and staff to assure that the means and methods are constantly evaluated to improve future projects.

  • Savings are realized through reducing design variations, leveraging technology, and consistently applying best practices across the Program.

  • This position is responsible for operationalizing these principles across all the capital project teams that deliver new MOBs.

  • The Hospital Program Delivery (HPD) (COE) is accountable for the delivery of all new hospital projects on behalf of Kaiser Permanente (KP).

  • Along with new Hospital buildings, the COE will also deliver major additions and the NPC-5 program in California.

  • When a Medical Office project is on a Hospital Campus and combined with a new Hospital strategy, the HPD COE will be responsible for project delivery while the MOPD COE will review and approve the design.

  • The intent of this delivery model is to replicate best practices, enforce the KP design standards, eliminate unnecessary variation, reduce cost and achieve consistently high-quality, branded care outcomes without sacrificing design excellence. The HPD COE Executive Director leads all teams managing new Hospital projects from schematic design to close-out, enabling a consistent project delivery approach.

  • Additionally, the ED collaborates with the VP, Facilities Capital Program and staff to ensure that innovations and technological advancements are studied with a vision to improve future projects.

  • The Infrastructure Master Plan COE undertakes the phased recapitalization (replace or refurbish) of multiple infrastructure systems (e.g. mechanical, electrical, plumbing, information technology/cabling, life safety) on a campus-wide basis.

  • As systems near the end of their useful life, an Infrastructure Master Plan is the best approach to address strategic upgrades rather than attempting one-off projects.

  • This programmatic approach has proven effective at reducing cost by aggregating projects, leveraging economy of scale, and minimizing mobilization, as well as providing a holistic approach to managing disruption to operations.

  • The goal of an infrastructure master plan is to extend the useful life of critical systems and ensure the hospital remains accessible 365/24, while minimizing the total capital investment.

This position has a target base salary of $280,000 to $350,000 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.

Basic Qualifications:

Experience

  • A minimum of ten (10) years of progressive leadership in capital project delivery and Client Relationship Management required.

Education

  • Bachelors degree in Architecture, Engineering, Construction Management, or related field preferred. Equivalent experience may be substituted.

License, Certification, Registration

  • N/A

Additional Requirements:

  • Expert knowledge of design, construction, project management and engineering principles, including health care facilities and hospitals required.

  • Extensive experience in leading teams and producing high quality results within schedule and budget required.

  • Significant experience in the principles of risk management including decarbonization, hazardous materials and safety programs required.

  • Proven ability to lead professionals and manage through influence and cooperation required.

  • Demonstrated competencies in strategic thinking, interpersonal skills, developing others, results orientation, and teamwork.

  • Excellent communication skills (written, oral and listening) required.

Preferred Qualifications:

  • Masters degree preferred.

  • License in Architecture, Engineering or related field preferred.
