Kaiser Permanente VP, Value-Based Platform Clinical Leader (KP Medical Foundation) in Seattle, Washington

Job Summary:

The Value-Based Platform (VBP) Clinical Lead is a senior-level position responsible for gathering, codifying, and industrializing clinical expertise and capabilities within the KP enterprise to develop the Value-Based Platform while working in close partnership with the Risant Health VBP Leader. This role involves convening clinical leaders across the Permanente Medical Groups, Risant Health and its systems, and key network partners to develop clinical protocols that support delivering against KP’s value-based care definition, including leveraging evidence to refine and evolve clinical practices. The VBP Clinical Lead will ensure clinical protocols are accessible to constituents throughout the enterprise. Working closely with the VBP Leader of Risant Health, this position is accountable for the development and success of the VBP across Risant and the broader KP enterprise. Alongside other KP leads such as the Foundation CCO, the VBP Clinical Lead will ensure Kaiser Permanente is positioned to be the leader in the delivery of value-based services in participating markets, both existing and new. The VBP Clinical Lead reports directly to the KP Medical Foundation CEO.

Essential Responsibilities:

  • The VBP Clinical Lead will have oversight of the following areas of responsibility:

  • Assembling Clinical Expertise

  • Convene the Clinical Advisory Council, consisting of clinical leaders from the Permanente Medical Groups, Risant Health organizations, and network partners, to solicit, evaluate, and agree on evidence-based best practices.

  • Lead the codification and industrialization of KP’s clinical expertise by gathering best practices from across the enterprise, running a rigorous and transparent process to evaluate, harmonize, and document these guidelines, and disseminate them through relevant enterprise processes and technology, including the Value-Based Platform.

  • Define, build, and lead teams of Medical Directors, Clinical Product Managers, and Clinical Informaticists, working alongside other clinical teams to optimize KP’s care model.

  • Integrating Clinician Expertise in Solution Design

  • Lead translation of KP’s clinical expertise into the clinical practice and operations of the broader KP enterprise to further the delivery of KP’s unique definition of value-based care, including through the VBP.

  • Serve as the voice of the clinician in Value-Based Platform solution design, providing clinical insights to ensure solutions are effective, relevant, and adoptable.

  • Review dashboards & reports related to clinician performance, population health, provider analytics, quality, safety, cost & utilization, & key operating metrics for use in building the VBP.

  • Alongside the Foundation (KPMF) CCO, advances data integration and the application of analytics from the VBP into clinical workflows to support the delivery of unsurpassed healthcare value, including increased quality outcomes and decreased expense trends.

  • Partner with other data management activities (e.g., Care Delivery Analytics, Business and Clinical Analytics), ensuring that data insights, the use of predictive analytics, machine learning, and AI are seamlessly integrated with the VBP to achieve greater healthcare value.

  • Clinical Innovation and Improvement

  • Ensure solutions foster step-improvement in quality, equity, and affordability (total cost of care); ensure clinical excellence across the portfolio of healthcare solutions.

  • Identify opportunities for clinical innovation and improvement for the Value-Based Platform such that solutions are at the forefront of the industry.

  • Drive performance initiatives aimed at improving quality and outcomes of care that exceed patient expectations and exhibit nationally leading performance.

  • Lead the design and execution of programs and strategies to meet enterprise and Market quality metrics such as KPIs and quality incentive metrics.

  • Utilize and implement innovative technologies, such as Generative AI, to continually optimize clinical pathways.

This position has a preliminary target base salary of $342,000 to $427,500, which is subject to change as additional market data is acquired. The position is also eligible for incentive compensation, comprehensive health, wellness, time off, savings and retirement benefits, as well as relocation support, as applicable.

Basic Qualifications:

Experience

  • Minimum ten (10) years of experience in clinical leadership within a healthcare organization.

  • Minimum five (5) years of experience leading the design and launch of projects or teams at the intersection of healthcare and technology, including experience with data, interoperability, clinical intelligence, and market-leading AI/ML approaches.

Education

  • Bachelors degree or 4 (four) years of experience in Business, Health Administration or a directly related field.

  • High School Diploma or General Education Development (GED) required

  • MD or related degree and board certification in a relevant specialty.

License, Certification, Registration

  • Physician License (from any state) OR Doctor of Osteopathy License (from any state)

Additional Requirements:

  • Ability to use business and functional expertise, knowledge of the healthcare industry, other critical external factors, and a focus on the organization’s mission to meet the needs of patients, members, customers, and communities by developing strategies (in partnership with other leaders) that respond to a dynamic and complex environment.

  • Ability to serve as the voice for clinicians related to solution design, accounting for clinician needs, simplicity of use and impact as the VBP is designed, deployed and optimized.

  • Is resilient, comfortable with ambiguity and can adapt nimbly to lead others through complex change involving people, process, and technology in a dynamic and multi-entity environment.

  • Ability and willingness to travel to Seattle, Washington, DC, Pennsylvania, Colorado, the San Francisco Bay Area, and Risant affiliate locations throughout the country on a regular basis for the next 1-2 years. Current or prior PMG experience is strongly preferred along with the ability to create a strong network within KP and Risant Health clinical communities.

  • Experience within multi-payer, multi-provider ecosystems with ability to design processes for pluralistic ecosystems, crafting strategies and plans to ensure adoption with affiliated health systems and contracted network providers alike.

  • Experience working in a large and complex organization leading through influence in a matrixed and multi-entity environment.

  • Strong acumen and understanding of KP’s distinct brand of value-based care and the link to affordability (total cost of care and outcomes).

  • Understanding of current and future AI/ML/LLM (large language model) capabilities with ability to leverage knowledge to optimize care delivery and outcomes.

  • Ability to collaborate effectively across multidisciplinary teams and build strong relationships with key stakeholders.

  • Relevant transformation experience with a track record of significant change management work, including managing physicians through new ways of working and selling the value proposition of value-based care.

  • Ability to influence and engage key internal and external stakeholders to receive input, understand perspectives, and effectively bring diverse points of view together.

  • Deep US healthcare knowledge and experiences relevant to multi-provider, multi-payer ecosystems, and value-based care.

Preferred Qualifications:

  • Experience in clinical leadership within a healthcare organization preferably in a health system or hospital setting.

  • Additional MBA, MHA, or MPH degree
